Compensation guided by a national minimum wage
Angola has a fixed national minimum wage that is established by the President of the Republic through a Presidential Decree after consultations with the employers and the worker representatives. While determining the minimum wage, the government considers key factors like cost of living, inflation, wage levels, employment, productivity, economic development and workers’ quality of life.
The current national minimum wage that is set in Angola is Kz 70,000 per month, with an increase to Kz 100,000 per month twelve months after the decree enters into force. For micro-enterprises and start-ups, the minimum wage is set at Kz 50,000 per month.
Taxation in Angola
The employee’s income in Angola is subject to Imposto sobre os Rendimentos do Trabalho (IRT), which is commonly referred to as Employment Income Tax. Employers are responsible for calculating and withholding the applicable IRT from employees’ remuneration and also remitting it to the General Tax Administration (Administracao Geral Tributaria - AGT) in accordance with the respective legislation.
The employment income is usually taxed under Group A of the IRT code with a progressive tax structure, with the suitable withholding amount determined by the employee’s monthly taxable income.
Employer Contributions
In Angola, employers are required to make mandatory social security contributions to the National Social Security Institute (Instituto Nacional de Segurança Social - INSS) on account of their employees. These contributions are made to help finance statutory social protection benefits, while employees are responsible for calculating, withholding, and remitting both the employer and employee contributions in accordance with the respective legislation.

Holiday Pay and Leave
Under Angola’s labor law, employees are entitled to 22 working days of paid annual leave. In accordance with General Labour Law, employees are also entitled to holiday and Christmas bonuses which are equivalent to 50% of their base salary.
Apart from these holidays and leave, employees are also entitled to maternity, paternity, and sickness leave, as well as public holidays. Employers should also ensure that all are accurately administered and reflected in their payroll.
Work Hours and Overtime
The General Labour Law of Angola establishes a standard working schedule of 8 hours a day and 44 hours per week. Overtime seems to be permitted only under certain circumstances that are prescribed under law. Employers have timely and accurate records of their employees’ working hours, overtime, and rest periods to support compliant payroll processing.
Overtime is subject to certain limitations and regulations. Employers need to compensate the employees at the respective rates in accordance with the General Labour Law. The payroll teams should also make sure that they correctly calculate and pay the employees their overtime payments.
