How Neeyamo Achieved Seamless Integration with the Netherlands’ Wage Tax and Pension Systems

We have successfully integrated directly with both Belastingdienst (for wage tax submissions) and UPA (for pension declarations), reducing reliance on third-party intermediaries and strengthening our control over end-to-end compliance.
Understanding the Terminology
Before diving into what this integration means, let’s unpack the two major players:
- Belastingdienst: The Netherlands’ national tax authority. Employers are required to submit wage tax returns digitally through their platform.
- UPA (Uniforme Pensioenaangifte): A standardized digital format for pension declarations, regulated by the Dutch pensions authority.
Historically, companies relied on intermediaries, typically ICP vendors (In-Country Partners), to manage submissions and navigate these systems. But this model is changing.

The Old Model: Dependency on ICPs
Traditionally, Neeyamo generated the wage tax and pension files for Dutch payroll and passed them on to an ICP for final submission. This dependency created several challenges:
- Confined timelines: Working with ICPs often meant operating within rigid schedules, leaving little room for flexibility. In contrast, in-house processing offers faster turnaround and more agile response times.
- Fragmented ownership over the compliance process
- Limited visibility and control over submission timelines
- Increased liability: If a mistake occurred during the submission process, Neeyamo was still held accountable even when the ICP executed the final filing
ICPs, while essential in certain geographies, often pose a bottleneck when it comes to timely alignment, system updates, or regulatory nuances.
Neeyamo's Integration Journey
Previously, Neeyamo generated clients’ wage tax and pension submission files in-house. Still, the actual filing would be routed through an in-country partner (ICP), which would submit it to the Dutch authorities. While this worked, it introduced several pain points:
- Increased Expenses: Each submission incurred additional fees through the ICP, which scaled with the number of clients and submissions.
- Dependency Risks: Misalignments or delays with the ICP jeopardize deadlines and could result in penalties. Neeyamo remained ultimately liable for compliance, despite not having end-to-end visibility.
- Complexity and Slow Turnaround: Any new client, file type, or government update required a cross-company rollout with ICP, causing bottlenecks and limiting agility.

The Game-Changer: Direct Integration with Dutch Authorities
Neeyamo has now integrated directly with Dutch authorities for both Belastine and UPA submissions:
- Automated, in-house processing: All reporting data is generated, validated, and transmitted directly to Dutch authorities from the Neeyamo platform.
- No intermediaries: This BIH (Bring it home) transition removes ICPs, cutting costs, reducing turnaround, and giving clients full transparency and control.
- Smarter onboarding: New customers now get a single point of contact and a unified, audit-proof submission process, eliminating the need to manage multiple vendors or risk inconsistency.
